Is Qatar actually a suitable ally or a legitimate partner for the United States? Under Qatari labor law, foreign workers are actually owned, for all practical purposes, by their Qatari sponsors in a system akin to slavery. This book chronicles the experience of an American executive working in Qatar and delves into Qatar?'s feudal work-sponsorship system, showing that an economic great leap forward is not necessarily accompanied by modernization, despite superficial emblems; that prosperity and democracy need not go hand in hand; and that being a US ally may be totally unrelated to any notion of human rights or personal liberties. There are other Western expats still trapped in Qatar. Yet American workers, students and others blithely interact with Qatar as if it were a ?normal? (i.e., Westernized) nation where one may navigate with confidence. It is nothing of the sort. In the meantime Qatar, under the leadership of an emir who overthrew his own father, is fostering international unrest across the entire Arab world, while racing to build a modern-looking city from scratch. Some of the economic, environmental and demographic assumptions underlying these plans are worthy of another 1000 tales from Arabia. American businessman Nasser Beydoun found out for himself how quickly the Qataris are moving when he embarked on an exciting new career path, leaving his hometown of Dearborn, Michigan, to move to Qatar to manage the opening of several chain restaurants as part of the sudden economic boom there. It didn't take long for the deal to turn sour, but Beydoun didn't realize the extent of his problem until he tried to leave the country - and was stopped at the border. In this book he paints a general picture of life in this fantastical realm while relaying his personal struggle to escape a legal runaround worthy of Kafka's best novels.

International audience ; Afin de résoudre les problèmes de baisse de fertilité des sols constatés dans les exploitations agricoles du nord du pays, un paquet technologique, dénommé système amélioré de production, a été proposé par la recherche. Après six années d'expérimentation, la validité (efficacité) technique, agronomique de ces technologies est démontrée. La présente étude a été commanditée en prélude à leur vulgarisation. Chacune des technologies a été passée en revue pour observer leur réceptivité sociale, leurs exigences et leurs impacts économiques. Dans l'ensemble, ces technologies, certes, entraînent une augmentation du produit brut, mais elles requièrent un surplus de main-d'oeuvre (familiale et salariée), de matériel agricole et parfois d'intrants. Cette exigence pourrait freiner les exploitations ayant peu de moyens dans leur élan d'adoption des systèmes. (Résumé d'auteur)

International audience ; Les exploitants agricoles du Nord Bénin ont intégré de plus en plus l'élevage dans leurs activités agricoles afin de limiter la variabilité de la production. Les éleveurs ont aussi intégré l'agriculture à leurs activités pastorales. Ces mutations sociales exigent de nouveaux modes de gestion des ressources afin de pouvoir concilier les systèmes de production des différentes communautés. La production du troupeau est influencée par la disponibilité dans le temps des ressources fourragères et hydriques. La saison sèche chaude est une période très critique pour les productions animales. Les éleveurs et les agro-éleveurs ont de plus en plus recours aux résidus de récolte qui sont mis en stock et aux fourrages aériens. Dans l'extrême Nord, les récoltes de fourrage dans les bas-fonds viennent compléter ces réserves. Pendant l'hivernage, les troupeaux parcourent les jachères et les brousses naturelles des terroirs villageois. Pendant la saison sèche fraîche, le pâturage s'élargit aux champs après la récolte, aux abords et aux lits des cours d'eau du terroir villageois. La gestion temporelle et spatiale des ressources pastorales par les différentes communautés vise à préserver les ressources naturelles et les troupeaux et ainsi garantir les productions animales dans leur terroir. The Office of Public Works and Spatial Planning of Padang City was formed with the Padang City Regional Regulation Number 4 of 2012 concerning the Padang City Spatial Plan. According to the author's observation, that in Padang City telecommunication towers were built to meet the telecommunication development needs, but not all Telecommunication Towers built in Padang City have a License to Establish Telecommunication Tower Buildings from Communication and Information Technology. The method used is sociological juridical research method. Data sources are primary data and secondary data. Data collection techniques through interviews and observation. Data were analyzed qualitatively. Conclusions of the research results are: (1). The Office of Public Works and Padang City Spatial Planning Duties and Authorities of the Public Works and Spatial Planning Office of the City of Padang in granting the Telekomuniction Tower establishment permit near residential areas must have an in-principle permit for the construction of facilities as referred to in Article 6 Paragraph (2) (2). Constraints or obstacles to the establishment of the Telecommunication Tower in the city of Padang according to the mayor's regulation No. 15 of 2013 concerning Permit for Space Utilization, namely the lack of coordination between the licensing party and the local government apparatus. (3) The impact of losses on the community around the establishment of the Telecommunication Tower, among others, damage to infrastructure, public concerns about the collapse of the Telecommunication Tower, and so on.Keywords: Urban Spatial Arrangement, Telecommunication Tower, Establishment Permit.
